In the article, the author has proven that state control authorities had an important function in the organizational structure of the government authorities of our country. The author also drives attention to the fact that, in the Soviet period, government leaders implemented the idea of a system of controlling authorities that were to a substantial extent composed of blue collars.
An extensive network of controlling authorities operating on location was active in the 80ies of the 20th century. The historical experience of regional controlling authorities is considered in article, and Moscow controlling authorities are taken as an example. The author demonstrates that the Moscow City Committee, regional committees, groups and posts of people's control organized at enterprises and other organizations drove particular attention to the issues of construction, the building industry as a whole and to the accomplishments of the municipal economy; they also supervised over the implementation of ecological and nature protection actions, monitored the condition and repairs of public health service buildings; they resolved the issues of education, culture, available housing, housing preparation for the winter season, etc.
Actions taken in the aftermath of inspections held by people's control authorities were aimed at the improvement of the ecological condition of Moscow, and they resolved the problems of urban construction. Multiple assignments performed by people's control authorities made it possible to substantially improve the quality of their inspections and to combine the controlling efforts within the framework of the municipal economy. Coordination of combined inspections promoted reduction in the overall number of inspections. The present-day building sector of the Russian capital can benefit from the experience of Moscow people's control authorities, their well-coordinated controlling activities within the construction industry and the prior accomplishments of the municipal economy.

Operational management of the construction is usually based on information analysis systems, which are aimed at the monitoring of working schedule and volumes as consistent with predicated schedules. The result of such systems’ operation is traditional information graphics (diagrams, charts, etc.), which provides idea on the current state of the construction site and deviations from the planned settings. The author considers the visualization technology of construction of objects using an image of the situation on the AutoCAD drawings, converted into an interactive format. The article focuses on imperfections of the existing technologies of information support of the managers. The creation of unified IT platform is offered on the basis of CAD for creating an integrated information storage and visualization of the environment using electronic drawings and diagrams. Using interactive methods it is possible to illustrate the condition of almost any part of the construction project using these drawings and diagrams. E-drawings contain the basic information resources - estimates, plans, sections, specifications, technology, construction, etc. necessary for the calculation of indicators. The author proved that implementation of visualization is most efficient in case of electronic drawings in 3D format.

The author considers the actions aimed at the liquidation of illiteracy and introduction of universal primary education in the period of industrialization and culture dissemination in the USSR. The author draws attention to the fact that the fast-growing industry was in need of competent specialists and indicates the demand for wide-scale reforms in the education.The author argues that as a result of the implementation of the first five-year plan universal education was introduced in the country, illiteracy was eliminated and wide-scale secondary professional education was made available, highly skilled professionals and researchers were trained, etc. It is noteworthy that industrialization substantially improved the state of affairs in the country and in its capital.The author has studied numerous archived documents to present the evidence of development of a network of schools, higher number of students, organization of construction of school buildings, bigger amount of government funding of schools and other institutions for children in Moscow in the years of the first five-year plan.

Currently, the scope of construction works remains highly dependent on public investments. In
turn, investment resources do not always contemplate specific results within pre-set deadlines and
pursuant to the pre-set parameters. The activities of public services in charge of investment projects hat involve construction operations, are composed of several interrelated processes that are as
complex as the processes that are typical for business enterprises, even if the minimal number of
production-related functions is taken into consideration.
The author drives attention to the relevance of optimization of the work performed by the state
customer, since the number of assignments to be performed cannot be covered by the existing organizational
and economic means. The state customer can improve its performance if its organizations
adopt the experience of the top market companies. The best practices to be assimilated include the
benchmarking process, as well as the processes of reengineering and redesign. These technologies
are widely known abroad, although they are not adequately represented in the Russian practice.
They are not applied by the agencies responsible for master plans and investment plans. At the
same time, these procedures may bring specific and measurable positive results. Therefore, there
is a strong potential for further scientific research to be performed in this field.

The management of state-funded building programmes has a very high value in the present-day
volatile market. State budget proceeds cover the vast majority of construction projects. Improvement
of efficiency of interaction between the parties involved in this process is critical to the economic stability.
Federal programmes and projects managed by public corporations are among the main tools
applied to these investments. In this regard, the author identifies the areas of interaction and analyses
the link between the supervisory and executive elements of building programmes on the basis of the
principle of the feedback assessment. Feedback is an essential concept of the systems theory.
According to the results of this analysis, the author proposes methods of identification and
elimination of drawbacks in the operation of planning authorities. The planning procedure is to be
based on the scientific research with account for the main objectives of programmes and ancillary
servicing processes, material, human and financial resources. The findings of the author are applied
as the basis for the proposals designated for the improvement of investment management systems,
if funded from federal and regional budgets.
