Megacities like the most massive manifestation of urban settlements, will keep on growing due to the socio-environmental reasons. And the problems of house, industrial and socio-cultural construction will grow under the conditions of vacant land limit. The approaches to the building development of new territories and previously used ones are significantly different. That requires a modification of methodological approaches and the development of new principles of evaluation. In the current situation of understanding of the biogenic processes significance, new territories can be developed in environmentfriendly way. In respect of the previously built-up or polluted areas, the evaluation of the changes in anthropogenic ecosystem should be made.In general, urbanized landscapes are growing, but the territories suitable for urban development do not grow. That dramatically raises the price for land, particularly for the previously undeveloped land. At the same time, the value of previously used for agricultural purposes land within the city or within industrial zones also increases. For any landscape, used or not, should be regarded as non-renewable.The development of technologically polluted areas require significant economic investments. As a result, the development of optimal methods of the area valuation for further investment and construction is important. As commonly cited, soil and land have no value as such, which should be compared with the income. The market price of one square meter finally gives us the value of undeveloped land, and its location, status, and the possibility of further use is of crucial significance. Investors evaluate real estate not only by the location, but also by material, income and profitability. Systematic investigation of these criteria allows us to see the weaknesses and advantages of the land. The cost of real estate can change quickly in case of changes in its pricing factors. A good example is construction of a highway in the neighborhood: positive for industrial construction, negatively for living. Therefore, such signs should be permanently recorded and evaluated.

This article discusses the background and aspects of model management of investment and construction activities (ICA) in order to optimize its processes. This system is designed for efficient management and balanced increase of work amount in the construction, reconstruction and renovation of facilities.The model is based on a systematic approach and the principles of integrated planned development, taking into account the requirements of saving energy and resources, environment, organizational and technical reliability and socio-political stability. Due to the nature of construction operations, as well as the connections with the parameters of sustainable development of the ICA, techno-economic system is characterized as a set of three main functional groups of subsystems: analysis and synthesis, main and auxiliary executive subsystems, resulting subsystems. The interaction of the elements of ICA is investigated: streams of resources and information arising in the course of implementation of projects. Within the article the schemes of functional elements of the ICA system with the description of their interrelations are presented. The systems engineering model of the ICA sustainable development is offered.

In the article the system processes of investment and construction activities (ISA) are considered as a set of economic space and time. The concept of economic space contains a generalized representation of the properties of technical and economic system in the initial state of its development. The space of investment and construction activities is a techno-economic system, the space, in which the movement is possible within the framework of sustainable development. A characteristic feature of economic space is its unity and indivisibility. The concept of economic space is closely related to the concept of economic time. The transition from one state of techno-economic system to another is described by the input and output variables. The task of ISA is to achieve optimal conditions for the rational use of system resources. The article identifies and discusses ISA subsystems and their interaction in the coordinate system. The space investment and construction activities encompasses a set of core and auxiliary processes, the behavior of techno-economic system, its mode of functioning in the context of sustainable development.

Identification of the random component in the development of investment and construction activities play an important role in forecasting future conditions, as well as in determining the optimal technical and economic parameters of the system. In this regard, the task of the hierarchy level of an investment and construction activity is to set the range of possible trajectories and the likelihood of their realization. This is one of the possibilities to justify decisions aimed at bringing investment and construction activities to the path of sustainable growth. As part of the article common technical and economic systems and their constituents are discussed: certain elements (for example: construction production), the task of which is to speed up the overall process of economic growth. The creation principles of controllable economic impacts were formed, which are the driving force of the overall steady growth, which is particularly important in planning and management as a whole, as well as in the design of development trajectories. We described the required conditions for priority development of those elements of the system, which accelerate its overall growth. The Influence System (organizer of the construction) affects the dynamics of growth of the system (contractor). The scientific findings of the article describe the entropy of the probability space of sustained growth of investment and construction activities at a timepoint. Knowing the probability space of the growth of investment and construction activities and identification of entropy can be a useful tool for practical forecasting and planning of the construction and management systems at the levels of the hierarchy.

The management of construction companies’ development is rarely aimed at harmonization of business and at the development of the ways of its sustainable development. Case studies and the application scope for harmonization as an approach allowing systematic and balanced development of business showed its practical relevance. The use of this approach allows not only correlating the objectives, clarifying the mission, structuring the problems, or determining the optimal salary of employees, but also correlating the costs to each other, which is particularly important in light of the need for rapid transformation of the building production methods. They are based on competent use of system properties of the systems. The properties of emergence, resonance, measurability, and others are of particular importance. Their accounting allows achieving the optimal cost outlay required in the process of investment and construction activities. It complies with the requirements and conditions of the market economy. The mentioned advantages of the use of harmonization technologies to ensure the stability and sustainability of investment and construction activities enable to confirm the hypothesis of the impossibility to achieve the optimum cost, for example, for the implementation of an investment and construction project without implementation of the system properties of a harmonious approach.

For effective management of investment and construction activity (ICA) there must be a subsystem responsible for information interaction. The article considers the role of information in ICA, as well as the requirements and objectives of the information systems. Data collection, communication and processing, according to the authors, reflect the system running efficiency. Thanks to information security subsystem there is a possibility of measuring the efficiency of resource use and the relations between inputs and outputs of individual elements throughout investment and construction activities. Requirements of modern economic realities, particularly, investment and construction activities dynamics, should be adjusted to the flow of information: creating new connections, terminating the others. Developing the information management system, its structure and composition require consideration and planning. Development planning and management is closely related to the improvement of information links and upgrading the entire system of information security, its structure and functioning.
