Requirements applicable to urban construction and investment programmes are considered in the proposed paper. The authors identify the principal problems that prevent successful implementation of the programme-oriented approach and formulate the initial set of the top-priority objectives. They include the basic parameters of the development strategy, indicators of the economic strength of the Programme, overview of any available resources and efficiency of their use in the past, criteria of efficiency of the Program, its constituent blocks and separate actions, methodological recommendations and procedures, mechanisms of distribution and re-distribution of the budgetary funding, commercial risks and procedures that accompany the concentration of urban resources, forms and methods of public control, incentives designated to get co-developers involved into the Programme. The new outlook applicable to the attainment of the pre-set objectives corrects the economic essence of the Programmes. It consists in the system-based representation of the Programme actions as a collection of regulatory, management, and financial modules designated to substantiate and explain the target-oriented criteria. In pursuance of the above, the target essence of the economic simulation of the strategy of urban assets management as part of the Programme actions is identified. The authors believe that an integrated Programme may assure sustainable development of the urban area acting as a self-reproducing system capable of facilitating the satisfaction of ever-growing needs of urban residents and corporate entities, guests and partners of cities and towns, that represent an integral social and economic system in its development.
In the context accepted by the authors, attainment of the above objective will involve fulfillment of each of the aforementioned requirements. They are to assure the concentration of resources and comprehensive satisfaction of the needs of the urban population in terms of the most popular items of real estate within a particular time span.

The authors have previously defined the queuing system with a bunker storage and an interval delay of service beginning and its simulation discrete-event model was implemented with setting adequacy introduced into system observation. In the present article the authors developed discrete-event and agent-based simulation models of queuing networks connected in series with the phases that are queuing systems (QS) with the bunker and the interval delay of service beginning. A comparative analysis of the developed simulation models is conducted. The dynamic structures allow the buffer transition possibility of transactions between phases and different disciplines of applications queues transmission using priority, including selfish based on stochastic approaches. Using the Fishman-Kiviat criterion the authors set the adequacy of logical operation of the developed model. It is also important to note, that agent models are characterized by decentralized behavior of applications in comparison to the centralized behavior of applications in discrete-event realizations. That’s why the choice of model type depends on the requirements to the business-process being simulated and the level of abstraction.

Operational management of the construction is usually based on information analysis systems, which are aimed at the monitoring of working schedule and volumes as consistent with predicated schedules. The result of such systems’ operation is traditional information graphics (diagrams, charts, etc.), which provides idea on the current state of the construction site and deviations from the planned settings. The author considers the visualization technology of construction of objects using an image of the situation on the AutoCAD drawings, converted into an interactive format. The article focuses on imperfections of the existing technologies of information support of the managers. The creation of unified IT platform is offered on the basis of CAD for creating an integrated information storage and visualization of the environment using electronic drawings and diagrams. Using interactive methods it is possible to illustrate the condition of almost any part of the construction project using these drawings and diagrams. E-drawings contain the basic information resources - estimates, plans, sections, specifications, technology, construction, etc. necessary for the calculation of indicators. The author proved that implementation of visualization is most efficient in case of electronic drawings in 3D format.
