Construction equipment is one of the most significant factors contributing to the decrease in the cost of the work, increase of the profitability of the industry as a whole. In the process of reforming of the Russian economy in general and the construction complex in particular, technical equipment of building production has fallen sharply both in quantitative and qualitative sense. Vehicles with expired service life have a sharp drop in performance. Burden on many kinds of construction machinery have increased. There is a growing need for repair and renovation of the construction equipment fleet. There is a relatively high proportion of the massive equipment where the need for it is low. This is accompanied by higher costs for small-scale works. Serious problems were also detected in the sphere of construction equipment repair. This market is divided into two categories: very expensive services with spare parts, and relatively inexpensive, but not enough qualified services with a corresponding guarantee of reliability. In the context of the difficult financial situation of building units it is becoming a significant problem. Major concerns arise on how to optimize the technical and economic indicators of operation of the machines due to the increase in the cost of purchased equipment and operating costs for its maintenance. The analysis of the use of construction machinery shows that a solution to the problems existing in this specific part of the construction activities is required. The time has come when it is necessary to develop and implement the strategy development and effective use of technical equipment in the construction. The paper outlines the key issues and suggests the approaches to improve the technical equipment in the construction.

Nvestigations relating to the technical equipment of the modern building complex of Russia are carried out. Analysis of the problem showed that there is a need for management changes in the organization and management of the technical potential in these circumstances. These results suggest the need to resolve the organizational problem consisting in to develop mechanisms and management structures that can lead the technical equipment of the building complex to the state of sustainable development. Transformations must be based on the active participation of the state in this area. State regulation of the construction technical equipment should be considered as a specific control function, designed to combine the national and private interests. Recommendations to address this problem through the integration process, the formation of reasonable proportions between consumption and production of construction machinery, investment, strategic planning, taxation and other measures of state influence are made.

The construction sector of Russia lacks high-performance equipment. Process of disintegration and downsizing of construction organizations initiated in 1991 has become one of the most serious problems that features the situation existing in the industry. Under these conditions, it is necessary to find effective mechanisms for regulation and control of technical equipment (technical potential) at the level of a regional construction sector which includes large, medium and small construction organizations. This will significantly increase the functioning efficiency of the regional construction sector and, respectively, will create conditions for growth of economic security and independence of the region. Analysis of the technical potential at the level of a regional construction sector is performed. Expanding the boundaries of the concept of management of technical potential of the regional construction sector, identification and description of its three important constituents (resource, organizational and innovative) are proposed.

Subject: determination of the methodological foundations for effective management of the technical potential (park of construction equipment and labor resources that operate construction equipment) in conditions of modern production. Research objectives: analysis of the state of technical equipment and technical potential of construction has revealed quite serious problems. To solve these problems, it is necessary to develop a sound methodology for effective management of technical potential. The methodological foundations for managing complex systems, which includes construction, are formed on the basis of a set of laws, regularities and concepts. The theory of management of technical potential cannot be formulated without methodological bases for solving the problem. The theory of effective management of the technical potential of construction is significant for the functioning of the industry first of all because of the limited technical resources. The solution of this problem can provide: development of production by progressive type that guarantees growth in volumes and quality of work, and institutionally regulated transformation at all hierarchical levels of management of construction production. Materials and methods: statistical, abstract-logical and constructive methods of investigation are applied. Results: the article describes the features of the management theory that are tied to the problem under consideration. The methodological foundations of effective management of the technical equipment of construction are indicated. Differences in the concepts of technical equipment and technical potential are established. An algorithm for solving the problem of effective management of technical potential in construction is proposed. Factors of efficiency of development and realization of technical potential of construction production are established. Conclusions: the problems described in the article should be considered as recommended methodological approaches to improving the management of technical potential of construction production as a human-machine system.
