Cluster-forming factors and tools to overcome negative conditions of regionalhousing policy implementation

The society in its development periodically faces the problem of insufficiently intense social and economic development, stagnation in industrial production and changes of consumer demand for various goods and services including the construction products. Current conditions dictate the need for the development and use of mechanisms enhancing the socio-economic well-being of the population growth in some regions and the Russian society as a whole.On choosing ways of development special attention should be paid to providing synergy of the combination of economic sectors resources, significantly determining the socio-economic well-being of the population. The comparative analysis of the socio-economic development is a tool of identifying and restraining the negative and constraint factors for subsequent adjustments and development of measures to reduce their role or liquidate them in order to solve the housing problem, the most severe for vulnerable groups, as well as members of the middle class.In this regard, a new approach to the implementation of housing policies basing on the principle of cluster was proposed. Clustering provides joining of efforts of main economic sectors (public, real, social and financial) to overcome the negative conditions of the housing policy and combines technological connection of the development of residential real estate with the finance and credit support for cluster initiatives.This is a systematic approach to overcome the negative factors and the creation of qualitative and quantitative acceleration of processes of housing construction, which determines the methodological suitability of using cluster mechanism to implement housing policy, which at the moment doesn’t show significant achievements in providing citizens with affordable housing.Using this concept of interaction of economic sectors will allow determining the di- rection of cluster initiatives development in the subjects of federal districts on the basis of their benefits and the degree of socio-economic development; trends of development of housing taking into account regional characteristics; and developing the tools of financial and credit policies to improve housing affordability as a key factor for socio-economic development of the Russian society.

Today, Russian Far East represents a transit hub connecting Europe and Russia with Southeast Asia, Japan and America. The optimal pattern of its development involves its economic growth in combination with the implementation of major investment projects to be funded by the state and private investors. Despite substantial local problems, development of eastern regions is the top-priority task for Russian and international businesses.
The paper proposes several alternative solutions to the power generation problems of Russian Far East through the application of renewable sources of power. Namely, several options considered in this paper include construction of a tidal power plant in Tugurskij bay sheltered from the heavy ice of the Sea of Ohotsk by a string of the Shantar Islands, as well as the complementary operation of wave power plants. However, the use of power generated by tidal power plants seems to be problematic due to uneven power generation for the reason of cyclical (bi-weekly) nature of tides.
This paper proposes several solutions to ensure regular power generation by Tugurskaja tidal power plant. Solution 1 contemplates the backing to be provided by Sredne-Uchurskaja and Kankunskaja hydraulic power plants in South Yakutia.
The amount of power undersupplied by Tugurskaja tidal power plant may be covered by the hydraulic power plants, and the drop-down in the performance of a tidal power plant may be compensated by the hydraulic power plants to ensure guaranteed complementary performance of a power generating vehicle composed of a network of tidal and hydraulic power plants.
Solution 2, which is more effective, involves construction of a pumped-storage power plant in a valley of the Ujkan River tributary in Khabarovsk Krai.

The author examined the variations of Russia’s social and economic development in the following years оn the basis of synergetic scenarios application method. The first scenario is related to the transformation of Russia into raw material resource base and а source of low-cost lаbоur force for the advanced nations of West and East, the loss of the country›s intellectual and cultural potential. The orientation towards innovative, scientific and technical development in the context of modern, post-industrial, information age is associated with the other scenario of social and economic development of Russia. The analysis of the successful experience of scientific and technical development of the USA and the USSR economies as а whole, and of the construction industry as оnе of the important economy directions, is а substantiation for the necessity of new industrialization in Russia, in the context of market and information age. The author advances а statement that Russia in 21st century needs to repeat the positive experience of industrialization and accelerated scientific and technical development of the Soviet Union. The problems facing Russia аrе construction of innovative industrial projects that meet the requirements of the world standards, implementation of largescale national programs, advancement towards the information society. The article emphasizes а thesis about the necessity to manage modern social and economic processes. It focuses the attention of scientists and expert managers оn I. Ansoff’s new management paradigm. The article pays special attention to the matters of modeling the changes in the construction industry complex of Russia, which is one of the most important branches of economy. Two alternative scenarios of the most general changes in construction industry аrе given in it.
