Russia as well as the majority of the countries of the world is a highly urbanized country (according to expert opinion 70 % of the country population are citizens). The situation is worsening by the fact that in Russia, as well as in the majority of European countries, USA and Canada, great territories not occupied with agriculture are almost fully littered with industrial and consumer waste - including from solid municipal waste to highly toxic and radioactive. Generally about 9 bln tones of waste are accumulated in Russia, which includes 1.5 bln tones of dangerous waste. Basing on the analysis of more than 100 waste disposal objects in Samara region the authors showed that within its boundaries 17 landfills are situated, which after deactivation are potentially suitable as donors of recultivation materials: secondary mineral soils and soil substitutes. Moreover the separate remediated territories of can serve as sets for constructing waste neutralization complexes. The ideas presented in this work were used for estimating the state and justifying the methods of landfill recultivation in Zhigulevsk (Samara region).

One of the most important issues of our time is the introduction of the resource saving technologies in the manufacturing process. Development and implementation of such technologies are constrained not only by the technical development of the industry, but also by the normative legal aspects of waste production. In order to identify all the significant factors increasing the attractiveness of resource production technologies introduction, it is necessary to examine the changes in the basic principles of the waste management systems in Russia and industrialized countries. The paper presents an analysis of the development of control systems in waste production from the stage of unmanaged education and uncontrolled waste disposal to the environment before transition to resource management. The urgency of the transition to resource management strategies in the field of waste management is discussed. As the best practice waste management deals with the experience of Germany and Austria, where individual integration elements of waste management system are implemented into the overall development strategy of the territory. In particular, it suggests that it is possible to deal more effectively with the strategic objective of minimizing the use of primary resources through better use of the resource potential of waste in the process of comprehensive utilization and recycling, including the sharing of heterogeneous waste. In Russia the implementation of such practices is difficult due to the isolation of Territorial Administration from the businesses located in the area. Basing on the analysis of the systems of waste management the basic requirements for the control system of waste management were set out in order to achieve environmental targets, efficient environmental management and sustainable development of the area. Control systems in waste management must meet the following requirements: be environment-friendly (to ensure an acceptable level of technological environmental load generated during the waste management); preventive (provide conventional hierarchical order of waste management); integrated into the overall strategy for environmentally friendly state and further sustainable socio-economic development of the territory.

Subject: technical and economic processes and aspects of handling wastes and secondary material resources; stages of transition of anthropogenic object of environment to wastes and secondary material resources; technical possibility and economic feasibility of using secondary material resources as a secondary raw material for making products, providing energy, works, services. The problem of economy and rational use of material and power resources is relevant and significant within the limits of maintenance of a strategic course of Russia on innovative sustainable development. In this article, issues of actualization and harmonization of the regulatory and legal base in the field of management of wastes and secondary material resources are considered from the viewpoint of maintenance of minimization of waste formation and maximum use of secondary material resources in an industrial-economic cycle, provision of economic incentives for innovative activity in the given field. The actual multi-plan problem, chosen here as a topic of research, concerns regulations in management of wastes and secondary material resources in construction complex, in which economic, civil-law, ecological, social, industrial and legal relations are closely coordinated and define a subject of the present research. Production and consumption waste is a dangerous anthropogenic object of the environment but at the same time, it is a valuable secondary material resource. The non-use of wastes to be recycled as secondary raw materials for energy generation, production and, as a result, their increasing accumulation in the environment causes irreparable harm to natural objects and human health due to their dangerous properties. Research objectives: scientific and methodological substantiation of legal regulation, economic basis for formation of wastes and secondary material resources management system (on the example of construction complex and building materials industry). Materials and methods: for conducting scientific research, we used guidance documents, standards, techniques, methodological recommendations, project and regulatory documentation in the field of environmental protection and waste management, published data and materials of domestic and international research on this topic. Methods of scientific research employed here are based on the use of comparative analysis, expert methods of indicators assessment. Results: we formulated proposals to update and harmonize the conceptual apparatus in the area of management of secondary material resources in the form of amendments to the current legislation, as well as proposals with regard to economic regulation methods in the area of wastes and secondary material resources management for introduction into the plan of implementation of the “Strategy for Development of Industry for Processing, Recycling and Decontamination of Production and Consumption Wastes for the Period until 2030”, approved by the legal act of the Government of the Russian Federation. Conclusions: the formulated scientific and practical proposals on the solution to the issue of handling wastes and secondary material resources can be used in formation of regulatory and legal framework and for planning actions in management of wastes and secondary material resources within the limits of implementation of the “Strategy for Development of Industry for Processing, Recycling and Decontamination of Production and Consumption Wastes”.

In 2011 in Russia a Strategy of Production Development of Construction Materials and Industrial Housing Construction for the period up to 2020 was approved as one of strategic documents in the sphere of construction. In the process of this strategy development all the needs of construction complex were taken into account in all the spheres of economy, including transport system. The strategy also underlined, that the construction industry is a great basis for use and application in secondary economic turnover of dangerous waste from different production branches. This gives possibility to produce construction products of recycled materials and at the same time to solve the problem of environmental protection. The article considers and analyzes scientific methodological approaches to creation of a model of a complex control system for the streams of building waste in frames of organizing uniform ecologically safe and economically effective complex system of waste treatment in country regions.

Introduction. The approach to the creation of the methodological foundations of the innovative system of industrial and household waste management is presented. This will allow to implement the world principles of handling them: prevention of education, resource saving, minimization of burial volumes , energy production, including in industrial, civil, road construction, reconstruction and repair, as well as in the production of building materials. Materials and methods. The most common approach to conducting a scientific research is the analysis of regulatory legal acts, standards, methods, guidelines, project and regulatory documentation in the field of waste management, published data and materials of scientific domestic and foreign studies on this topic. The scientific study used the methods of factor, comparative analysis, expert assessment of indicators. Results. Scientifically based proposals have been formed in the field of sectoral strategic planning for the formation of a waste management system and secondary material resources, implemented during the development of the Industry Development Strategy for the Treatment, Disposal and Disposal of Production and Consumption Wastes for the Period until 2030, approved by the Government of the Russian Federation of January 25, 2018 No. 84-r. Conclusions. In of civil engineering, the proposed scientific and practical proposals for strategic sectoral planning of the waste-processing industry for the period up to 2030, the creation of an economic, organizational, managerial and legal mechanism for solving the problem of waste management and secondary material resources should be used in the formation of the regulatory framework and planning of promising measures for handling with waste secondary material resources in the framework of the development of the construction complex, construction materials.

Introduction. The approach to the creation and development of the system of separate collection and pre-treatment of municipal solid waste (MSW) and bulky waste. At present, Russia is lagging behind in the level of waste disposal, the expedient use of secondary resources. One of the main reasons is the lack of a cost-effective system for managing waste and secondary resources. Despite the deteriorating environmental situation, the closure of landfills for municipal solid waste, the growth of unauthorized landfills, there has been a trend of growth in tariffs for removal and disposal of municipal solid waste (MSW) and bulky waste affecting the entire population of Russia. This problem determines the need to find new scientific and methodological approaches and practical solutions for planning not only the placement of industrial waste disposal infrastructure, but also creating a system for separate collection and pretreatment of MSW and bulky waste in the sources of their formation, justification and optimization of the standards for the accumulation of this waste for citizens. Materials and methods. Materials for conducting a scientific research are: legal acts, standards, guidelines and recommendations, regulatory and technical documentation in the field of waste management, published materials of domestic and foreign scientific research. The methods of scientific research are based on the use of factor, comparative, expert types of analysis. Results. Optimization of the system for calculating the standard of accumulation of MSW and bulky waste is proposed; reducing the financial burden on citizens in terms of tariffs for garbage collection; economic incentives for the population to separate the collection of MSW with the pretreatment of the components of this waste to the level of demanded secondary resources. Conclusions. The introduction of the proposed system will allow achieving socio-economic, environmental, natural resource, political effect, consolidating the society to solve the problem of resource conservation, the use of secondary resources.
