Nvestigations relating to the technical equipment of the modern building complex of Russia are carried out. Analysis of the problem showed that there is a need for management changes in the organization and management of the technical potential in these circumstances. These results suggest the need to resolve the organizational problem consisting in to develop mechanisms and management structures that can lead the technical equipment of the building complex to the state of sustainable development. Transformations must be based on the active participation of the state in this area. State regulation of the construction technical equipment should be considered as a specific control function, designed to combine the national and private interests. Recommendations to address this problem through the integration process, the formation of reasonable proportions between consumption and production of construction machinery, investment, strategic planning, taxation and other measures of state influence are made.

On the basis of the applied research results in Astrakhan region the author revealed a regional profile of complex issues related to security, house building quality, the level of provision and the cost of housing and utility services. Three-quarters of Astrakhan inhabitants are the owners of the property that is the result of macro-economical shift in the Russian Federation during the last two decades — the transition from state ownership to private, which manifestation was the privatization of the housing stock. In Astrakhan region about one third of the population lives in dilapidated and outworn housing stock and about 60 % of them need an improvement of living conditions. In this case, most categories of citizens, who need an improvement of their living conditions, do not have financial possibility to do this neither with their own financial resources, nor participating in the programs of mortgage lending. Thus, housing is both expensive and unaffordable for most in need. Planned housing is in the first place in the hierarchy of Astrakhan citizens’ needs — the construction of private housing (39—42 %), which reflects the current understanding of the global trends of livability. Only 15—19 % of citizens plan to purchase a separate apartment, which reveals the requirements to the quality of constructing multi-storey buildings and to the quality of their service by housing and operating companies. Only about 7 % of respondents are satisfied with the activities of housing and managing companies in the field of housing in the region. About 40 % of respondents face violations of their rights in the construction and housing sector, only 11—15 % of the population could assert their rights, 8—13 % did not try to defend their violated rights, about 15 % could not defend their rights. Occasionally or frequently, every third or fourth respondent faced the facts of extortion, bribery and corruption in the spheres of construction and housing and communal services. It is shown that the dissatisfaction of Astrakhan citizens, both in terms of acquisition of property and in terms of its intended use, leads to destructive practices of emigration of the most active part of the working population of the region.

Introduction. The approach to the creation of the methodological foundations of the innovative system of industrial and household waste management is presented. This will allow to implement the world principles of handling them: prevention of education, resource saving, minimization of burial volumes , energy production, including in industrial, civil, road construction, reconstruction and repair, as well as in the production of building materials. Materials and methods. The most common approach to conducting a scientific research is the analysis of regulatory legal acts, standards, methods, guidelines, project and regulatory documentation in the field of waste management, published data and materials of scientific domestic and foreign studies on this topic. The scientific study used the methods of factor, comparative analysis, expert assessment of indicators. Results. Scientifically based proposals have been formed in the field of sectoral strategic planning for the formation of a waste management system and secondary material resources, implemented during the development of the Industry Development Strategy for the Treatment, Disposal and Disposal of Production and Consumption Wastes for the Period until 2030, approved by the Government of the Russian Federation of January 25, 2018 No. 84-r. Conclusions. In of civil engineering, the proposed scientific and practical proposals for strategic sectoral planning of the waste-processing industry for the period up to 2030, the creation of an economic, organizational, managerial and legal mechanism for solving the problem of waste management and secondary material resources should be used in the formation of the regulatory framework and planning of promising measures for handling with waste secondary material resources in the framework of the development of the construction complex, construction materials.
