Introduction. To accomplish the task of area development a new creative approach, that is urban development connected with the dramatic improvement of the quality of urban development environment, is proposed. In the context of this approach, the study of the experience and practice of area development strategic planning using the example of the Free State of Bavaria as a German region with significant scientific potential and economic strength is of great interest. The purpose of area development strategic planning is the achievement of such a situation when the welfare of the people living in the area increases. Today, in the context of spatial development imbalances, violation of territorial integrity, environmental pollution and other challenges, the development of new cities is an exceptional practice. Materials and methods. The methodological framework of the research is a new conceptual approach to the city planning environment, that is urban development. The methods of the research are: familiarization with relevant regulatory documents of the Federal Republic of Germany and system analysis of urban planning documentation for the accomplishment of the tasks of strategic planning of area development. Results. The specifics of the area planning in Germany including specifics of area comprehensive development (types, purposes, objectives and the content of urban regulatory documents) has been revealed. The analysis of the strategic planning of area development in Bavaria performed in terms of urban development principles shows that the emphasis in the development is on the historical value of settlements. Special attention is paid to the redevelopment of industrial and transport zones. Elements of Smart City are employed in the area management. Conclusions. The experience of strategic planning of area development using the example of the Free State of Bavaria can be helpful for practice of regulating the process of area development in Russia.

The existing system of housing and utility services functioning is carried out for providing the relevant living environment standards to the population by means of effective functioning of the system of uninterrupted providing housing and utility services according to existing requirements of the Russian standards. Today there is a number of problems, which doesn't allow housing and utility services to function effectively. The main of them is providing high-quality housing and utility services to the population and system of their objective cost assessment. This problem is solved by means of reforming the housing and utility sphere with the possibility of attracting financial resources from private investors. Housing and Utility of the Russian Federation, the basis of which is the housing stock, has a very high specific weight in fixed assets of all the economy.Thus, Housing and Utility is a typical difficult organizational and economic system possessing characteristic features of openness, nonlinearity and dissipativity. In this re-gard, the reasonable approach to Housing and Utility development assumes the need to account for the principles of systemacity, focus and complexity, and also can be based on the existing in the theory and practice of management methodology by difficult organizational and economic systems.Now Housing and Utility development and financing investment programs of the municipal complex organizations is carried out according to the relevant Federal law, according to which the establishment system of limit indexes of change of tariffs and investment extra charges to tariffs for services of the organizations of a municipal complex. Also, innovative ways of energy efficiency increase and decrease in wear of funds is an attempt of the state to develop effective mechanisms of attracting private funds from investors.

This article presents the analysis of the applicable legal regulatory base in the field of development of innovative aerial cluster, tool for increasing efficiency of national system of innovations, when science, state, business-structures and consumers define the directions of the technological development in the industries. Analysis of the goals and tasks of modern industry-scale strategic planning was performed using the construction materials' industry as example. Implementation of matrix formula developed by professor M.D. Kargopolov on the basis of input-output balance method by V.V. Leont'ev and technical, industrial and financial plan of the Soviet period as a tool for modern economical-mathematical modeling for calculation of the cost parameters of the innovative production of the cluster, including the calculations of the self-cost of cluster production, is justified. This universal formula allows to evaluate efficiency of production both for final cluster product, and for intermediate components of the cluster product, manufactured by different economical subjects of innovative cluster, including those located in the conditions of macro-region with different territory factors that influence the cost parameters of cluster products under market conditions. Homeostatic approach to the cluster economics is considered for the purposes of ensuring the economical stability of the cluster. This article shows the possibility for using the matrix formula by professor M.D. Kargopolov in the calculations regarding the estimation of the cost of building structures created using composite materials manufactured using efficient solutions, which implement the power and resources saving technologies.

Introduction. The approach to the creation of the methodological foundations of the innovative system of industrial and household waste management is presented. This will allow to implement the world principles of handling them: prevention of education, resource saving, minimization of burial volumes , energy production, including in industrial, civil, road construction, reconstruction and repair, as well as in the production of building materials. Materials and methods. The most common approach to conducting a scientific research is the analysis of regulatory legal acts, standards, methods, guidelines, project and regulatory documentation in the field of waste management, published data and materials of scientific domestic and foreign studies on this topic. The scientific study used the methods of factor, comparative analysis, expert assessment of indicators. Results. Scientifically based proposals have been formed in the field of sectoral strategic planning for the formation of a waste management system and secondary material resources, implemented during the development of the Industry Development Strategy for the Treatment, Disposal and Disposal of Production and Consumption Wastes for the Period until 2030, approved by the Government of the Russian Federation of January 25, 2018 No. 84-r. Conclusions. In of civil engineering, the proposed scientific and practical proposals for strategic sectoral planning of the waste-processing industry for the period up to 2030, the creation of an economic, organizational, managerial and legal mechanism for solving the problem of waste management and secondary material resources should be used in the formation of the regulatory framework and planning of promising measures for handling with waste secondary material resources in the framework of the development of the construction complex, construction materials.

Introduction. Presented the approach to is working out of methodological bases, a scientifically-methodical substantiation of legal regulation, organizational-administrative, economic principles of placing, designing of an infrastructure of the industry on processing, recyclings, to neutralisation of a waste. For today our country considerably lags behind the leading European countries on effective realisation of a universal principle 3R (prevention of formation of a waste, a reuse, processing in secondary resources). One of principal causes - absence of economically effective control system of a waste and secondary resources. Leaving at the present stage of development of Russia on one of the first places a problem of annually increasing volumes of a formed and buried industrial and household waste and directly the environmental contamination connected with it, accumulation of an ecological damage (harm) forms an actual problem of development of an industrially-transport infrastructure of the reference with a waste and secondary resources both at regional and inter-regional levels, and on the scale of all country. The given problem dictates necessity of search of the new scientifically and practically proved scientifically-methodological practically proved scientifically-methodological, methodical approaches and decisions to optimum planning of placing and designing of an industrially-transport infrastructure of the reference with a waste, including the organisation of management, regulation, the account, monitoring and the control of gathering, accumulation, transportation, processing, recycling, neutralisation of a waste, to development of methods of savings of resources and energy, to search of ways ecologically admissible, technically and technologically possible, economically expedient increase of level of taken secondary material resources from a waste. Materials and methods. As materials for carrying out of scientific research serve: legislative base, legal certificates, standards, methodical recommendations, design and the specifications and technical documentation in the field of the reference with a waste, the published data and materials of scientific domestic and foreign researches on the given subjects. Methods of scientific research are based on use factorial, comparative, kvalimetric the analysis, the theory of restrictions, expert methods of an estimation of indicators. Results. Scientifically proved offers, methodological approaches to planning of actions for industry development on processing, recycling, neutralisation of the waste. Conclusions. Formation of scientifically-methodological and methodical bases of planning of placing and designing of industrial targets on processing, recyclings, to neutralisation of a waste should be coordinated and include all aspects connected with technical and economic, ecological, is standard-legal, organizational-administrative maintenance of activity and creation of complex system of the reference with a waste and secondary resources within the limits of a course on a sustainable development of the Russian state.

Introduction. Consider the system of organization and implementation of risk management in the building enterprise. The introduction and management of risks in an industrial enterprise is an actual problem due to the occurrence of the following list of factors: incomplete information, elements of randomness, unpredictability of actions of a partner or competitor, among others. Risk management is a process that must begin at the development stage of a industrial company’s strategy, and necessarily with the participation of its owners, since it is the owners who, when developing a strategy, should determine the maximum level of total risk that the industry company will be ready to accept in the course of its activities. Risk management in industrial enterprises should be implemented within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production organizations, as well as using risk management tools. Materials and methods. The methodology of the continuous risk management process was used to study the industry organization and implementation of risk management, and systems analysis, modeling and synthesis methods were used. Results. It was determined that the creation of a risk management department is appropriate for effective risk management at the industry enterprise. The main responsibilities of this unit, including for staff and other users (including employees, consultants and contractors), in order to successfully implement the management strategy, require unconditional implementation to minimize risks and eliminate costs in implementing risk management. It was revealed that as a result of introducing risk management in industry enterprises of various industries, a set of measures should be developed to evaluate the operational risks of an enterprise, integral risk, quantitative assessment of which is based on a comprehensive analysis of financial and accounting reports, and conducting an integrated risk assessment based on all levels of responsibility within the industrial enterprise. Conclusions. Risk management at industrial enterprises should be carried out within the framework of the system and process approaches, taking into account the specifics of the industry using modern effective management methods and production industrial organizations, as well as using risk management tools.
