The author of the article argues that the Russian construction industry is in need of an effective management system. The essence of the potential management system is that the management impact, irrespective of its origin, must be recognized by individuals as a deliberate need that will bring them particular economic benefits.
Management of the construction industry as one of the most important constituents of the real economy may turn efficient in the event that it is in control of its production, real property and investment constituents in both, so to say, "horizontal" and "vertical" directions. Investment relations run through principal construction operations and any related activities; therefore, they must be represented in the functional responsibilities of the Ministry of Regional Development that is in control of the construction industry.
The construction market accommodates various legal entities. Most of them are controlled by co-owners whose work is under the control of management partners. It is essential that any economic levers that they possess are not predominant. It is vital for any decisions that they propose to be supported by other co-owners (or their majority). And this is feasible in the event of good business relations between the parties.

The construction industry is one of the key fund-creating industries, the formation of the Russian economy greatly depends on it. The construction sector is cyclic, that’s why it has always been sensitive to the tendencies of the national economy. In the contemporary conditions of weak economical climate the construction industry is in a state of sluggish recession. The key indicators exercising restraining influence on the construction complex are analyzed. The author carried out calculations of the prices for residential real estate in the past years. The author’s view on the near-term prospects on the exit from recession state is formulated. From the view of the today’s state and the nearest development prospects, it can be stated that the construction industry is one of the most problematic among the basic economic sectors. Retrieval of the expansion rate of the construction industry is possible in case of the positive changes of general economic state.

This article examines the current state of virtual organizational structures. The processes accompanying introduction of these technologies into the production environment are defined. For better disclosure of the semantic content of virtual technology their historical development and the main stages of formation are analyzed.At first there were more than enough obstacles to the development of virtual organizational structures, such as lack of fully formed legal framework, which should act as a guarantor of transparency and legitimacy for all the counterparties of virtual enterprise. Virtual organizational structures appeared abroad. Today they are increasingly penetrating the Russian market. It occurs within the framework of representative offices and branches of foreign companies, and in the structures of domestic enterprises. Increase in operation life of virtual enterprises without time binding to a specific project, creation of new forms and variations, expanding of the range of problems solved by means of new organizational forms, in other words, embrace of other sectors of the economy, cost optimization and simplification of creation and adaptation of virtual enterprises — these and many other issues need to be solved as part of the specified subject area and can serve as a basis for further research.

The authors argue that successful development and implementation of major infrastructural projects require special arrangements between the government authorities and the private sector. The authors have developed their proposals concerning models of interaction and strengths of the above arrangements that apply to the organizational structure of the management of infrastructural projects as a step towards the formation of an advanced and progressive model of interaction between public and private sectors. Public-Private Partnership (PPP) is the model in question.
Great Britain is the pioneer of the public private partnership model that was later picked up in the USA, Canada, Australia and the EU constituent states.
PPP and the construction industry have strong links in terms of the involvement of the private sector in the resolution of public problems of the urban infrastructure, namely, restructuring of airfields, railways, public healthcare facilities, kindergartens, schools, etc.
